The Provisional Government

The Provisional Government, formally known as the Council of Ministers, serves as the governing body of Gapla during its pre-settlement phase, steering the nation toward its vision of becoming an innovative new country.

As it would not be practical nor feasible to have a full government prior to settlement and the suspension of the Provisional Charter, the Provisional Government holds exclusive executive, judicial, and legislative authority over Gapla. It manages the nation’s day-to-day affairs and strategizes for its future development, including plans for settlement. Members are selected based on applications submitted by dedicated Gaplan citizens. These members, referred to as ministers or provisional governors, often simultaneously hold ministerial portfolios, contributing to the planning and management of specific aspects of Gapla’s current governance and future goals.

Other than the regular duties of the Provisional Government, such as attending meetings, planning the future of Gapla, and approving applications for citizenship, many members hold ministerial portfolios that come with many additional duties. The Minister of Foreign Affairs is responsible for overseeing the Federated States of Gapla’s international relations, including diplomatic engagements and trade partnerships.

Key responsibilities of the Minister of Foreign Affairs are listed below.

  • Beginning January 1, 2025, sending congratulatory letters to the winners of presidential and legislative elections in nations with populations exceeding one million, as well as to the Free Republic of Liberland.

  • Responding to inquiries from foreign entities regarding diplomatic relations or mutual recognition, in alignment with Gapla’s established foreign policy.

  • Acting as Gapla’s spokesperson on matters of territory, foreign policy, and sovereignty.

  • Preparing and presenting Gapla’s official representation to foreign countries or organizations, including drafting requests for diplomatic relations or mutual recognition.

  • Collaborating with the Provisional Government to shape Gapla’s foreign policy.

The Minister of Technology manages the digital infrastructure and online presence of the Federated States of Gapla.

Key responsibilities of the Minister of Foreign Affairs are listed below.

  • Occasionally producing videos or routine social media posts (excluding promotional materials, which fall under the Minister of Public Relations).

  • Overseeing Gapla’s official websites, servers, domains, and databases. Proficiency in HTML, CSS, JavaScript, PHP, MySQL databases, web server management (DirectAdmin), and self-hosted WordPress is required.

  • Setting up and managing Gapla’s SAML SSO system (eGapla SSO) and government email accounts.

  • Managing online payment systems for government services and the National Shop, utilizing platforms such as PayPal, Stripe, and Gapla’s bank accounts.

The Minister of State Identity is responsible for developing and maintaining Gapla’s national symbols and brand identity.

Key responsibilities of the Minister of State Identity are listed below.

  • Designing heraldic and insignia materials for the Monarchy of Gapla, including royal standards and monograms, using vector graphics tools.

  • Creating official materials such as flags, coats of arms, seals, letterheads, brochures, and other design elements for Gapla and its constituent dominions and precincts.

The Minister of Public Relations manages the public image, media presence, and communication strategies of the Federated States of Gapla.

Key responsibilities of the Minister of Public Relations are listed below.

  • Initiating paid advertising campaigns with prior consultation from the Minister of Finance and the Provisional Government, while monitoring profitability and ROI (however, responsibility for detailed profitability and ROI analysis lies with the Minister of Finance).

  • Overseeing Gapla’s social media platforms, such as Instagram, X (Twitter), and YouTube, while creating promotional materials and advertising campaigns.

  • Serving as Gapla’s primary media spokesperson, drafting press materials and coordinating with journalists.

The Minister of Architecture is tasked with planning and designing Gapla’s architectural projects.

Key responsibilities of the Minister of Architecture are listed below.

  • Publishing progress updates on building plans using platforms such as Google My Maps, as requested by the Provisional Government, to visualize planned structures and their placements.

  • Creating detailed floor plans and external building mockups, including accurate measurements, based on guidance from the Provisional Government.

The Minister of Human Capital oversees the Federated States of Gapla’s initiatives related to education, labor, and welfare, ensuring the well-being and development of its citizens.

Key responsibilities of the Minister of Human Capital are listed below.

  • Planning and managing labor programs to promote workforce development and economic productivity.

  • Developing and refining a comprehensive educational curriculum, including teaching methodologies across all subjects, to enhance Gapla’s academic standards.

  • Designing and implementing welfare programs aimed at supporting citizens’ well-being and addressing social needs.

The Minister of Finance is responsible for managing the Federated States of Gapla’s financial affairs, ensuring transparency, efficiency, and fiscal responsibility.

Key responsibilities of the Minister of Finance are listed below.

  • Beginning March 1, 2025, producing quarterly reports (every three calendar months) outlining Gapla’s financial status, including spending, income, and key statistical insights.

  • Advising the Provisional Government on budgeting, spending decisions, and evaluating the effectiveness of expenditures, including analyzing the return on investment (ROI) for advertising campaigns and other expenditures.

The Minister of Internal Affairs oversees the Federated States of Gapla’s internal operations, ensuring efficient management of citizenship, settlement, and identification processes.

Key responsibilities of the Minister of Internal Affairs are listed below.

  • Ensuring the efficient and secure processing of all internal affairs to uphold Gapla’s administrative standards.

  • Reviewing applications for citizenship, settlement, passports, ID cards, and other government forms, while maintaining detailed and accurate records.

  • Streamlining the settlement process through interviews, background checks, and effective documentation practices.

The Minister of Justice oversees the Federated States of Gapla’s legal framework, ensuring the fair administration of justice, and providing legal counsel to the Provisional Government.

Key responsibilities of the Minister of Justice are listed below.

  • Leading and managing the Provisional Government’s adjudicatory bodies to ensure efficient and impartial resolution of legal disputes

  • Representing the Federated States of Gapla in prosecutorial cases.

  • Advising the Provisional Government on legal matters, including the drafting and interpretation of laws and policies.

The Minister of State Security oversees the Federated States of Gapla’s security and defense operations, ensuring the protection of its citizens and sovereignty.

Key responsibilities of the Minister of State Security are listed below.

  • Advising the government on strategic actions during times of war or conflict.

  • Managing Gapla’s police force, armed forces, and intelligence services.

  • Serving as the chief authority for gathering and analyzing national intelligence to safeguard Gapla’s interests.

Citizenship

Citizenship in Gapla is free and is the initial step in joining our community. As a citizen, you can start a business, engage with fellow citizens, and are eligible to apply for the Provisional Government.

Nationbuilding

Joining the Provisional Government makes you one of Gapla’s visionaries. As a member of the Provisional Government, you’ll be involved in building and planning Gapla, including communicating with the press.

Settlement

While we aren’t at settlement yet, Gapla is currently offering opportunities for physical contributions, including land surveying, tourism, and camping. These opportunities are limited and available by request.
