The Gaplan Government
Gapla’s innovative and efficient government has been masterfully planned by the Provisional Government.
Currently, this planned government is not yet operational, as Gapla has not entered the settlement phase and is under the Provisional Charter rather than a future constitution. The Provisional Government serves as the government of Gapla at this time. Learn more about the Provisional Government.



Executive Branch
The executive branch enforces the laws of the Federated States of Gapla.
The executive branch is led by the President of Gapla, supported by the Deputy President of Gapla. Each of the two states is represented by a governor, supported by a deputy governor. These officials are elected annually through ranked-choice voting.
Legislative Branch
The legislative branch writes the laws of the
Federated States of Gapla.
The legislative branch consists of the National Assembly and is led by the Speaker of the National Assembly, and includes the six members of the Executive Branch and fourteen members elected annually through party-list proportional representation.
Judicial Branch
The judicial branch interprets the laws of the
Federated States of Gapla.
The Judicial Branch is headed by the Chief Justice of the Supreme Court, supported by four associate justices. The National Assembly holds the authority to establish additional courts as needed, provided that none surpass the Supreme Court in authority.

Government Overview
Modern systems of governance are slow, inefficient, and often fail to accommodate new ideas. We believe it’s time for to update the way we govern: our innovative, modern governance system fixes many of these problems.
- A proportionally represented legislature and ranked-choice voting for executive officials allows new ideas to gain a realistic chance of representation at the national level. Traditional first-past-the-post voting systems struggle to accommodate new perspectives, leading to a competition between two major parties, each vying to be the lesser of two evils.
- Gapla’s fully digital currency, elections, and government portal allow for efficient and secure access to government services. The ease of voting and accessing government services allows for an engaged, politically active electorate, who contribute to building ideas for the country.
- Gapla’s governance system is highly local, with each of its two states representing just a few thousand people. This structure enables the government to better listen to and respond to the ideas of its citizens.
Ministries and Bureaus
Ministries and bureaus are vital parts of the government that help it function.
Gapla’s ten ministries—Foreign Affairs, Technology, State Identity, Public Relations, Architecture, Human Capital, Finance, Internal Affairs, Justice, and State Security—help advise the President and Deputy President of Gapla when performing their jobs and have their own important duties in their respective fields. They may only be created or dissolved with the consent of all three branches of government: the executive (President of Gapla), legislative (National Assembly), and judicial (Supreme Court).
Gapla also has several bureaus, many of which are either parts of ministries or independent parts of the executive branch. These include the Federal News Service and the Federal Outreach Service, both part of the Ministry of Public Relations; the Federal Hiring Service, the Federal Electoral Commission, the Federal Tourism Service, and the Federal Postal Service, all part of the Ministry of Internal Affairs; the Intelligence Agency of the Gaplan Federation, part of the Ministry of State Security; and the Office of Immigration and Citizenship, part of the Ministry of Internal Affairs. They may be created or dissolved by the sole discretion of the President of Gapla.

Joining the Provisional Government makes you one of Gapla’s visionaries. As a member, you’ll be involved in building, planning, and promoting Gapla, including communicating with the press.

Settlement
While we aren’t at settlement yet, Gapla is currently offering opportunities for physical contributions, including expeditions. These opportunities are limited and available by request.
